MINUTES
December 14, 2015
60 Old Farms Road – Senior Center
Willington, CT
PRESENT – Chairman Robert Campbell, Secretary Don Berg, Member Laurel Millix, Treasurer Claudia D'Agata, Housing Consultant David Berto, Recording Secretary Brenda Sullivan. Absent – Vice Chairman Wilbur Gangaway.
1. Call to Order – The meeting was called to order at 6:06 p.m.
2. Present to speak – Residents Dorothy Luckey, Ernie Busch (see discussion below).
3. Old Business – Button Hill senior housing project.
D. Berto reported that R. Campbell received the term sheet from the Department of Housing, which includes requested additional funding to cover increased costs and CHFA (Connecticut Housing Finance Authority) inspections. D. Berto said the Button Hill project budget is now balanced within the current scope of work by Zlotnick Construction.
R. Campbell said the term agreement and other signed documents now go to DOH Atty. Kendall as part of the final closing. D. Berto said the documentation then goes to the Attorney General for final approval. He noted that closing doesn't get the funds; it gives the Housing Authority the official approval to ask for funds to pay bills. He said his office is currently working on DOH Flex, DOH Home and Federal Home Loan Bank requisitions to have ready once the Attorney General's approval is issued.
D. Berto said the DOH and Federal Home Loan Bank closing lists also are now available. He said it's not currently clear whether there will be one or two closings for the DOH – the question arises because there are two sources of funds, “Flex” and “Home”.
D. Berto said the Town (Board of Selectmen) still needs to sign a document, as well. R. Campbell said he would like that document to be given to the First Selectman before the board's meeting scheduled for Monday.
There was discussion about any savings that might result from value engineering, i.e. vinyl siding, changes to the entryways, pvc exterior trim, etc. , all of which was submitted to the DOH. D. Berto said any savings from value engineering goes into a holding fund until completion of the project.
R. Campbell asked C. D'Agata to pick up the mailed copy of the DOH term agreement at Town Hall; his copy was emailed to him.
D. Berto left the meeting at 6:30 p.m.
4. New Business –
The Housing Authority answered questions from D. Luckey and E. Busch concerning when construction on the project will resume. R. Campbell noted that site work is expected to continue in the spring. Luckey and Busch left the meeting at 6:35 p.m.
D. Berg reported on his activities working with local seniors who are unhappy with the choice of Senior Way as the name of the project's new road. He said the seniors submitted a petition to the Town Clerk that asks the road name choice be voided and that the selectmen appoint a “diverse committee” to consider other names. D. Berg said there were 25 signatures on the petition. (See Nov. 9, 2015 minutes for previous discussion by the public of their concerns.)

5. Correspondence – C. D'Agata said all bills have been forwarded to D. Berto.
6. Approval of Minutes – C. D'Agata moved to accept the Nov. 9, 2015 minutes; the motion was seconded by L. Millix; motion passed unanimously.
7. Treasurer's Report – C. D'Agata reported a balance of $792.74, which reflects payment of $69.97 for secretarial services.
8. Adjourn – The meeting adjourned at 7:50 p.m.
